Accessory Dwelling Unit

An application to establish a new accessory dwelling unit or register an existing accessory dwelling unit that pre-dates October 2021 and has not yet received an accessory dwelling unit permit. 

Accessory Building

Use this permit for all work that is NOT attached to a primary use or primary structure on the site. This includes detached decks, detached garages, outbuildings, pool houses, pergolas, sheds, or other structure that is accessory. Please DO NOT use this permit for retaining walls, cellular systems, flag poles, pools, spas, other water features, or fencing.

Addition

Use this permit for all work on an existing building that increases the floor or roof area. The project may include alterations to the existing building. Attached decks, balconies, and attached patio covers are included in this permit type. Work must be performed by a Utah State licensed contractor, OR, on residential properties only, the Homeowner acting as an "Owner-Builder."

Administrative Interpretation

Application to request a formal interpretation of Zoning Code provisions and what a specific provision may mean.

Alcohol

This application is for a business seeking to get Local Consent from Draper City to complete licensure with the Utah Department of Alcoholic Beverage Services (DABS). All businesses with DABS licensure operating in Draper – either permanently or temporarily – are required to maintain a valid, unexpired city alcohol license.

Amended Subdivision Plat

Application to modify an existing subdivision plat in order to create new lots

Cell Tower

Use this permit for all work on cellular communications systems, including new pole, rooftop installations, antenna additions, replacement, or reconfiguration. Work must be performed by a Utah State licensed contractor.

Commercial

This application is for businesses with commercial storefronts, professionals renting space within a business (e.g. cosmetologists and massage therapists), firework sales, vending machine/kiosk/charging station sales, and mobile businesses (e.g. food trucks and vending carts). (If you are operating exclusively out of your home, please complete a Home Occupation application.)

Note, mobile businesses with a valid business license issued by a government entity in Utah do not need to apply for a Draper City business license. This application is for physical spaces only; applications listing PO boxes for the main business address are NOT accepted.

Conditional Use Permit

An application to obtain approval for a use classified as a conditional use permit

Conditional Use Permit - Home Occupation

An application to establish a home based business that is classified as requiring a conditional use permit because it has employees, customers, business vehicles or is making things in the home

Demolition

Use this permit for the demolition for ALL structures.

Development Agreement

An application for a development agreement between the City and an applicant

Deviations

An application for approval of a deviation to code standards. Sections eligible for deviation are specifically listed in the code. These applications are usually paired with another application, such as site plan.

Electrical

This is a standalone permit for ALL electrical work not tied to an ACTIVE building permit. DO NOT USE this permit for Solar / PV / ESS Systems or Generators. Work must be performed by a Utah State Licensed Electrical Contractor, OR, on residential properties only, the Homeowner acting as an "Owner-Builder."

Emergency / Standby Generator

This is a standalone permit for ALL emergency or standby generator installations not tied to an ACTIVE building permit. Work must be performed by a Utah State licensed electrical contractor, OR, on residential properties only, the Homeowner acting as an "Owner-Builder."

Encroachment

Any person desiring to perform utility or excavation work of any kind in a public way or city property within the city, shall make application for a permit. The decision by the city to issue a permit shall include, among other factors determined by the city, the following:
A.   The capacity of the public way to accommodate the facilities or structures proposed to be installed in the public way;
B.   The capacity of the public way to accommodate multiple wire in addition to cables, conduits, pipes or other facilities or structures of other users of the public way, such as electrical power, telephone, gas, sewer and water;
C.   The damage or disruption, if any of public or private facilities, improvements, or landscaping previously existing in the public way;
D.   The public interest in minimizing the cost and disruption of construction from numerous excavations of the public way; or
E.   The city’s interest in encumbering the city property with activities and purposes of the encroachment.

Fence

Use this building permit for fences 7 feet and taller. Please note that a Conditional Use Permit from the Planning Division is required for any fencing over 6 feet in height. Please work with the Planning Division BEFORE applying for a fence permit. Fences under 7 feet high are exempt from engineering analysis. Fences over 7 feet high must comply with the building code requirements to resist design wind, snow loads. If you cannot provide structural calculations for such a fence, then the construction documents must be provided by a Utah registered structural engineer for City review and approval prior to permit issuance. Work must be performed by a Utah State licensed contractor, OR, on residential properties only, the Homeowner acting as an "Owner-Builder."

Final Subdivision Plat

Application to record a subdivision plat in order to create new lots. Preliminary subdivision plat approval is required before applying for a final subdivision plat. 

Grading

A grading permit is required for any excavation, grading, or earthwork construction, including fills and embankments exceeding 50 cubic yards that directly affects structures. Please DO NOT use this permit for retaining walls or other structures. Work must be performed by a Utah State licensed contractor, OR, on residential properties only, the Homeowner acting as an "Owner-Builder."

Home Occupation

This application is for businesses that lack a commercial location and operate out of a Draper home. Aside from a few exceptions, if you engage in any home occupation business within Draper – either permanently or temporarily – you are required to maintain a valid, unexpired business license.

Note, certain home occupations are required to obtain a Home Occupation Conditional Use Permit (HOCUP) in addition to the business license. HOCUPs are issued by the Planning Division and grant permission to conduct business that has an outsized impact on a residential neighborhood. We will let you know if a HOCUP is needed.

Land Disturbance

This permit is required for land disturbance activities such as clearing, grubbing, grading, excavating, filling, and dredging. Land Disturbance Permits require that disturbed areas are revegetated and proper erosion controls and storm drain protections are used. Land Disturbance permits protect the public safety and welfare along with the erodible and sensitive landscapes of Draper.

Map Amendment - Zoning or Land Use

Master Area Plan

An application for approval of a new TSD (Transit Station District) master area plan. A master area plan is required before developing within the TSD zoning district.

Master Area Plan - Major Amendment

Use this permit type for retaining walls, helical pier installations, or similar geotechnical structures / systems. Work must be performed by a Utah State licensed contractor, OR, on residential properties only, the Homeowner acting as an "Owner-Builder."

Minor Subdivision

An application to create a subdivision with 10 or less lots. 

Miscellaneous (Group U Structures)

This is a standalone permit for ALL miscellaneous structures that are not accessory structures. Types of work include barns, commercial carports, communication equipment, on-ground tanks, etc. Work must be performed by a Utah State licensed mechanical contractor, OR, on residential properties only, the Homeowner acting as an "Owner-Builder."

New Building

New ground-up construction of any primary-use structure, with its associated site work, architectural, and structural components. Please note, this does NOT include "Shell Only" buildings. Work must be performed by a Utah State licensed contractor, OR, on residential properties only, the Homeowner acting as an "Owner-Builder."

Non-Conforming Expansion

An application to enlarge or expand a structure that does not currently conform to current code standards in regards to height, area, or yard regulations.

Permitted Use

Application for a permitted use permit for those uses which specifically require such a review (for example, wireless telecommunications facilities)

Plumbing

This is a standalone permit for ALL plumbing work not tied to an ACTIVE building permit. Work must be performed by a Utah State licensed plumbing contractor, OR, on residential properties only, the Homeowner acting as an "Owner-Builder."

Preliminary Subdivision Plat

An application to create a subdivision with more than 10 lots.

Property Line Adjustment or Joining Parcels

Application to adjust the boundaries of unsubdivided parcels or subdivided lots, or to combine unsubdivided parcels into one parcel

Racking

Application for the installation of a racking or high-pile storage system inside an existing building.

Remodel / Alteration

Finishing a previously unfinished space, reconfiguring existing spaces, alteration, repair, or replacement of any portion of any existing building without increasing the existing building's floor or roof area. This permit type also includes any kind of exterior changes, such as window replacement, re-siding, etc.

Residential Development Construction Trailers

An application to place a temporary construction trailer in a residential development subject to ongoing construction

Re-Roof

Use this permit type for Roofing tear off and replacement on an existing building. Please DO NOT use this permit for structural reconstruction or reconfiguration of roof elements. Work must be performed by a Utah State licensed contractor, OR, on residential properties only, the Homeowner acting as an "Owner-Builder."

Shell Only Building

A new commercial or industrial building that is shell only construction that is a building with NO finished interior spaces - other than required functional core elements. Work must be performed by a Utah State licensed contractor.

Sign

An application for a new or modified sign, including wall signs, freestanding signs, monument signs, change of face signs, and temporary banner signs.

Site Plan

Application to obtain design approval for the development or redevelopment of a property.

Site Plan Amendment

Application to obtain design approval for a building addition or modification to an existing developed property

Solar/PV/ESS

Use this permit for the installation of solar (PV) systems on any structure. Use this permit for installation of battery storage systems when NOT part of a NEW solar system installation. Work must be performed by a Utah State Licensed Electrical Contractor, Licensed Solar Photovoltaic Contractor, OR, on residential properties only, the Homeowner acting as an "Owner-Builder."

Solicitor

This application is for individuals wishing to solicit or peddle goods at Draper residences. Solicitors and peddlers are given an identification badge which must be worn at all times while soliciting or peddling. If a company has more than one solicitor, each individual must apply and obtain their own badge.

Note, a solicitor license is not required if the solicitation is (1) invited; (2) noncommercial in nature (e.g. religious or political activities); (3) done on behalf of a state-regulated charitable organization; or (4) leafletting with no person-to-person contact.

Special Event

This application is for special events (defined as any temporary athletic, entertainment, filming, political, or outdoor sales event) where taxable sales occur through either the charging of admission or individual vendor sales. The special event organizer is responsible for applying for the license, not individual vendors.

Swimming Pool

Use this permit type for the construction of a new swimming pools, spas, hot tubs, splash pads, wading pools, fountains, and other decorative water features more than 18 inches deep. The scope of the work will typically consist of the pool construction, decking, pool equipment enclosures, and pool enclosures (fences). Please DO NOT use this permit for Gazebos or other "non-pool" structures, including separate equipment enclosures. Work must be performed by a Utah State licensed contractor, OR, on residential properties only, the Homeowner acting as an "Owner-Builder."

Temporary Use Permit

Variance

Application to request relief from code provisions that create unreasonable hardships due to site specific physical defects with the property

Wireless Facility

The purpose of this Wireless Facilities Permit is to establish requirements for the siting and use of wireless facilities in City-owned rights- of-way in a manner that facilitates the delivery of wireless services within the City, while minimizing associated adverse impacts.
